Hmm. Maybe Biden doesn’t totally understand what “restrictions” are? Maybe he doesn’t understand what it means to have “restrictions on abortion?” Maybe he’s not totally sure what “Roe v. Wade” says? I’m not sure, and clearly, he isn’t either, which is why he gives this sassy non-answer. As he hustled to his helicopter to fly to Pennsylvania for what would end up being a totally disastrous speech, a reporter stopped him to ask an abortion question.
“REPORTER: “Should there be any restrictions on abortion at all?”
POTUS: “Yes, there should be.”
REPORTER: “What should they be?”
POTUS: “Roe v. Wade—Read it, man! You’ll get educated!”
Reporter: “Should there be any restrictions on abortion at all? Any restrictions —“

Biden: “Yes.”

He actually got sassy with the reporter question right before this one as well. A reporter basically asks why not very many candidates have had him out to campaign with them. The answer, of course, is that Biden is far more of a liability at this point that he would be a help to a campaigning candidate. They don’t want to risk his damaging gaffes. I mean, even in this very clip, he’s about to give a speech in Pennsylvania during which he will say that John Fetterman’s wife will make “a great lady in the Senate,” confirming most people’s concerns that Fetterman isn’t fit for office and that his wife will end up pulling a Jill Biden and running things behind-the-scenes for her incapable husband. Anyway, Biden gets irritated and tells the reporter, “That’s not true! There’ve been 15. Count kid! Count!”
"John Fetterman's gonna appear with you today in Pennsylvania, but there haven't been that many candidates campaigning with you —"

First Roe was “overturned” in ’91(?)…checking ’92. Second it allowed many restrictions in the second trimester and allowed total bans in the third. I have a feeling the Administration doesn’t support that.
