If anything, Gavin pays some minion to read things for him. He can’t be bothered to have his own eyes actually do such tedious work. The strain may mess up his hair.
Side note – is that restaurant he’s in – maskless, mind you – the French Laundry? You know, that place where hypocrite douchecanoes like Gavin dine on expensive fare and make tyrannical rules for the commoners?
Weird thing, though. One of the prominently displayed books that he’s pretending to say he has the ability to read is “To Kill A Mockingbird.” I guess Pomade McGee forgot that there are places in California where IT is banned:

Back to the whole pretending-to-read thing, though. What is it with all of these politicians/celebrities/leftist activists who are pretending to do that, but actually can’t these days? That’s becoming quite the theme, what with HB1557 and whatnot.
It’s like they’re all just identifying as readers.
